302 timing cover question

I thought I read somewhere that if your timing cover had a shelf above the crank you didn't need the washer on the crank. I think it keeps oil off the seal ? when I took this 302 apart it had both. I wanted to find out before it goes back together.

someone might have changed the cover.....I wouldn't worry about it, never ran the washer in any motor I built, and never had a problem. If it was there i would re-use it....
