Yes, this would be a good first project for an english wheel, and if you can weld, a mid size one can be built fairly reasonably. But the same work can be done with basic hand tools as well, just takes a little longer. depends on what you have more of, time or money (or unless you have a lot more major forming to do than just a few small patch panels).
I'm a tool junkie myself, but you really don't need a shop full of fancy tools to turn out fantastic work, so don't let not having an expensive tool stop you from doing it another simpler, cheaper way.
