I don't have any experence with a broken Glow plug but I would start soaking it with "BP Blaster" I am sure one of our respected and experenced Guru's will chime in here shortly and give you the secret tips on it's removal.
I had this happen to me earlier this year. Pain in the ***.
First off, are the threads still in the hole and it just seems to be welded in there?..Is the top part of the plug still sticking out? If so, I'd recommend using safety wire pliers.......just to get a hold of it (after soaking the entire thing with pb blaster for a day or so).......put the crow bar in between the safety wire pliers and yank it out...its all about the leverage at this point.

The electrode is still in there, but the outer part backed out when I tried to remove it. I made a slide hammer out of vise grips and broke off the top part of the electrode. I can still get a decent grip on it with the vise grips, but they won't stay latched when I hit it with the slide hammer. I think I'm gonna have to pull the head.
I have heard of some hosing it with PB blaster or something like it for a few days then rethreading the hex/threaded part back in and the whole works coming out. But it could also push it into the cylinder when you thread it back in. You can also just try to start it and blow it with combustion pressure. Just don't close your hood and keep all people away. i have had the hex break off and leave the electrode and the threads. Customer didn't want to fix it so we left it. its fine to this day.
happened to me when i did injectors... it was just the electrode stuck and i threaded the outside back in and threaded it back out and the whole thing came out as one.. it was really random
Just went through this a week ago. i put mine back together after tryin all the tricks and drove it for a week. the electrode came out with the threaded sleeve the next weekend, i guess a couple days of pb blaster and some drivin was enough to loosen it up. definitely rethread many times before you give up. good luck!
