ok heres the deal ... I bought a truck and got a bill of sale from the guy who sold it to me, but he didnt give me a title... he said the guy that sold it to him didnt give him one ... how do I go about getting a new one
You have no way to prove, other than a bill of sale which is generally not an accepted document for those purposes, that you own that vehicle. Around here, you can file for a lost title, but it'll only be issued to the owner that's currently on the title. So you have to get him to transfer the title to you.
A less savory way to do it would be to have a shop or tow company file "mechanic's lien" on it and if they get the title have them transfer it to you. However, that's somewhat less than legal and doesn't guarantee that you'll get the title.

i've bought and sold a car without a title ... and the guy I sold it to got one and is driving it around ...... I didnt even give hime a bill of sale
All you have to do is apply for an MVIN through your local Motor Vehicle division, they'll send out a Sheriff to run the vin, make sure it's not stolen or have a lean and then you can get the title. It'll cost you around $135.
what year is the truck? if its 66 or older it dont have a vin just a warrenty number(serial #) and realy dont need to match anything,now it might be tuff to tell a cop that on the side of the road but it can be won.so you could buy a title and use that one.this is what a tx dps told me a couple years ago
Why go through all that work when it's pretty much proven at this point that you don't have to?
I've done this before. It's not hard. All you have to do is go to the DMV and explain the situation. If the vehicle is older, they'll run the VIN to make sure it isn't stolen and they'll make you sign something that says it doesn't have a lien on it.

Every state or province is different with different rules. In Virginia, you have to have a title to get a title. The titled owner is the legal owner.
