EBPV on cold start up?

EBPV on cold start up?
Is the EBPV supposed to open and close on start up when it's cold out? Mine seems to fluctuate; it starts open then slowly closes, then opens up, slowly closes, over and over again. Is it supposed to pull to certain point and stop on cold start up, or is supposed to fluctuate, between open full and closed. It almost seems to close at the point were the engine wants to stall then it opens back up all the way again.

At idle ..or while driving?....

sometimes both, until it gets warm.
