If in a no-start situation, you unplug the ICP and it starts, generally the ICP is bad or has a bad connection. On mine the ICP was bad and it acted just like a bad CPS...

We unplugged the ICP in a no start condition and it still would not start, we noticed where the plug fits in the ICP there was oil on the end of it I dont know if this is a sign of bad ICP or not. You can wait a few minutes and it will start back up and you can rev it up 2 times real quik and it will die again, but we have noticed when it is off that the glow plug light will stay on longer than usual and the check gauges light is on .
ICP is bad when it leaks, whether it's the problem or not. You really need to find someone with a good scanner that can check for codes, and probably a good idea to monitor datastream while it's running to look for anomolies.
Update we have checked codes and came up with P1280 which Ive been told is icp but we also had unplugged it pryer to reading . and we replaced the ICP and still have the problem. We have noticed when it dies that when you try to restart the glow plug will stay on a lot longer than normal and it wont start but if it goes off in a normal time it will start, We have been trying to trace out the wiring but have yet to find any short. On the Ipr The wire looks to have been a little hot but not enough to melt the cover. Dont know wondering if anyone has any more ideas. Thanks

Glow plug light won't go off = no start, light goes off and it fires like nothing is wrong? Sounds like a short in the main engine wiring harness. This is the same issue I had with mine. Have you checked this harness yet?
Well we have unraveled some of it around the cps wires and found nothing also looked and disconnected the main plug on top of valve cover and see nothing wrong. should I uncover all of the harness and would this be something you could see with your eye.

The short or chaffing would be from the harness rubbing on either the valve cover or the metal bracket above the valve cover. It should be fairly easy to find due to signs of rubbing. You probably will have to take off the turbo intake hose to get a good look, but could also just trace the harness with your fingers.
Some on here may remember but, I went through something very similar to what u r going through now and I wanted to add my .02 My 02 had the same symptoms, start and run one day the next not at all. 3 weeks later it would crank but not start. Long story short, I ended up replacing the CPS, ICP, EVBP sensor and cleaned the tube but what made the truck start and run was the IPR valve. I replaced that and the trucks been running great ever since(knock on wood).
I'd say replace your IPR valve and u should be good. Hope u get er fixed...
BTW, I used a 29mm GM axel nut socket to remove the IPR valve. worked great.

I think your next move would be to change the IPR out. Sounds like that may be the problem. The ICP and IPR work together, you've ruled out the ICP.
