On the one that I just pulled, I used a Vise Grip. On mine there is a raised ridge just above where it goes into the black, I grabbed mine there and then began to twist a little at a time until it came loose.
I use small nose pliers and/or an open end wrench of the diameter of the dipstick tube along with a hammer to tap from the lower side. If the open end wrench will not fit below the ridge, I use the pliers to try to wedge the tube up and then the open end wrench because it will not collapse the tube, and will fit exactly the proper diameter without slop.
