Bad glow plugs?

Bad glow plugs?
Wondering if anyone can tell me how to check for bad glow plugs.
Changed the relay and it still won't start without an either spritz. The plugs were just put in this past winter.
Any suggestions?

Take a test light and put the clamp end to a positive wire and touch needle end of the test light to the top of the glow plug. If the light lights up then its good. if not then replace the glow plug.

Glow plugs changed from the 86 model which used the old style ZD 1A glow plugs that had spade connector to the 87 model which used the new style ZD 9 glow plugs with a bullet connector.
