So , do you know anyone with a scanner to get some real time data?....

Did you try to unplug the ICP sensor. It will put the computer into default and if it starts then it means that you have a biased sensor. If it still doesn't start then maybe the pressure regulator is bad.

you need a good scaner so you can see what is going on this is not some easy fix, I think you will find a code like p1670 or P1678 like the EF signal is lost or the PCM is not communicating with the IDM.

not sure if it has cooled down in nc yet or not. tried plugging in the block heater for about a half hour or so and then try to start it.

I give, tried everything I can think of and what you all have sugested. Still no start. Going to tow it to someone that has test equipment. Does anyone know of a good place in western NC Asheville area. Thanks fo all the info.

No one you know has a scanner.....We can get it going with some data....

If you are going to have this rig for a while, maybe you should get one of you own....do you have a laptop?...

did you check hpo on both heads or just one?
did you check all the fuses?
9,22 under hood?

are you sure its getting fuel?
checked the filter housing? is it full?
are you sure your tank has fuel?
do you have a chip?
are you batteries fully charged?
tried pulling the vc's off yet to see what you got?
tried another cps?
borrowed a friends idm?
this is stuff i would do if i didnt have a scanner? why tow it to a scanner let them come to you.
