use a deep 10mm 6 point socket, a 3 inch extension and a long handled 3\8 wratchet. i havent had one yet that wouldnt come out using that combo, it puts you just outside of the belt and the handle is away from the fan blades. if the bolt is rounded then get a twist off socket, it will come out guranteed.

Not to sound like too much of a smart a** but righty-tighty lefty-loosey does apply. If you have that part correct then it's just a matter of brute force. Someone may have used a thread locker or you could have some damaged/corroded threads. If you do get it to break loose and it feels funny, then flood it with a good penetrating oil and turn it back and forth to help the oil work it's way in there. If you dont have a ratchet that is long enough to do what coonhunterjoe described then put a cheater pipe on the longest one that you do have. Twist it like you hate it.
