Sometimes title issues can be a real pain in the rear. Its going to be about 10 times worse for you since you are going to be trying to do this from another country. I wish luck. Different states require different things. I imagine one of our California members here will chime in and give you some pointers on it. There are some basic steps to the process though that are pretty much universal.
1st. Verify the VIN #
2nd. need to get a NCIC clearance (National Crime Information Center) Either from a department of motor vehicle employee or police officer
3rd. A Bill of Sale from the previous owner.....some states have provisions for a next of kin to fill out a form in the case of a deceased owner.
4th. A Surety Bond... basically a signed contract stating that you will not sue the state of California if something goes wrong with the process.
I have seen advertisement for companies on the internet that claim they can get you a clean title for your vehicle........I would be afraid to try using them.
You should still be able to find a VIN number on the truck you are trying to buy. Usually it can be found stamped into the top of the passenger side frame rail behind the front cross member.
Good luck and welcome to the best Ford truck site around
Bobby
Since there are a lot of Hot Rodders in California, the state has in place a procedure to issue a new VIN # and title. I believe the forms are online somewhere here www.california.gov
Someone there will need to physically take it to the proper place to have it inspected and a new VIN# plate attached.
If the original VIN tag is attached to the doorpost or can be located where it was stamped on the frame, then you'll only need to file for a new title for that VIN#.
Maybe some of our CA members that have gone through the process can help walk you thru it. Has someone representing you taken possesion of the truck for you? We had an Aussie fellow buy a CA truck not to long ago and the owner hid the truck after receiving payment. It took him a lot of time and work and help from some CA FTEers to locate it and take possesion of it for him.
Sometimes it was stamped in a slightly different place but they were all stamped on the frame somewhere forwards of the firewall. It may take some scrubbing and sanding to find it under the dirt and rust.

Whoever has Power of Attorney over the deceased owners estate can fill out a duplicate Pink Slip.
The main info needed is the odometer reading, license pate and VIN numbers.
In CA, a title aka Pink Slip is issued when the transfer of ownership takes place. Instead of new plates yearly, a license plate glue on tag is provided with every new year registration along with a "White Slip" (the title info remains the same). If one of those "white slips" can be found (look at the steering column, in the glove box, or under the seat), filling out a duplicate pink is a snap. Under CA law, the "white slip" must be carried in the vehicle at all times, so there's a good chance one is present-somewhere.
Feel free to email me off FTE if you need further assistance. I'm in Los Angeles County, and have sold several cars to Sweden's largest car collector (he has 1000's!).
