Can anyone tell me if TSB's are items that the Dealership will repair for free. Or, are they just bulletins to tell them what is wrong with specific problems?

Here in Manitoba, the TSBs are just "manuals" describing fixes for known problems.
A formal recall is the only "free" fix we are eligible for, though I am sure they are described to the mechanic via a TSB.
The other way to tell is to phone Ford Customer Service, give them your serial number, and ask if all recalls and "voluntary repairs" have been performed. I do this now whenever I buy a vehicle and they have always been willing to help me out with all kinds of information.
