Block Heater Replacement

My block heater went out this past spring. I can no longer hear the oil fizz when I plug it in. Not sure if it's fried or a wire is broken. Does anyone know what the resistance of a good element should be? If it needs replacement should I drain the oil before I pull the element? Seems that since it cooks the oil and mounts horizontal that oil would pour out the hole when the element is removed.

The block heater actually heats the coolant in the oil cooler. You should have continuity between the 2 flat prongs on the plug, it may have a certain resistance but it usually just burns out the element or power cord and then there is no connection. You will need to drain the coolant before replacing it, no need to drain the oil.

The block heater screws into the oil cooler header at the oil filter. Remove the cord, then unscrew the element.
