Pulled Some Codes Tonight

Hey i checked my abs for codes. and what i got was 17 or (1-1111111) The (1's) Being the flashes and the slash being the pause. Whats this mean? And also how Can i check to see whats wrong with my cruise control? Please help

16or17=RPM too low to run EGO test=the RPM is low causing the EGO sensor to sense rich. It can also be caused by an adjustable fule pressure regulator set too high.

How would i go about fixing this problem. It makes sense to me. I have a hard time starting some times and when it does it puffs blue smoke. This is only on a occation. Im not sure if its causing my rough idle. What do you suggest?
