Has anyone experienced problems shifting into 4 wheel drive? Sometimes mine works and sometimes it doesn't. When it doesn't work you don't hear the shift relays click under the dash. I'm concerned it could be the GEM.

I had a problem. But mine wouldnt work period end of point. But a few times it shifted in by itself with the switch in 2/wd. I had to drive around with the wires on the transfer case motor off. I had it checked out and it ended up being 2 toasted hubs and the transfer case motor was shot.
When I shift to 4H, in the dash won't say 4x4 high but only 4x4, the "high" word is not lighting anymore.
When going 4L it will say 4x4 low.

Well, without knowing year, etc. of the truck its hard to say much, but I can stick in my $0.02 based on my own experience. I had a 2002 SD 4x4 with ESOF. Had the truck about 6 months, went to put it in 4wd, the light lit up, but nothing locked (great when you're climbing a hill trying to access a major outdoor fire!). Anyway, i got out and used the manual lock on the hub, and it was fine. Took it into Ford the next day, turns out the seals were shot already. Was covered under warranty of course, but that was the only problem I have had with the 4wd (and yes, i use it fairly extensively).

Can you verify if you are in 4 wheel drive or not? Could you have a burned out bulb behind the "high"?
Are you sure there is a "HIGH" light? In my 07 it just says 4x4 until you shift into 4 low, then it lights up "LOW RANGE" just to the left of the 4x4 light. I'm pretty sure my 99 was the same way.
The 4WD system indicator lights illuminate only under the following
conditions. If these lights illuminate when driving in 2WD, contact your
authorized dealer as soon as possible.
• 4x4 - momentarily illuminates
after the engine is started.
Illuminates when 4H (4x4 High)
or 4L (4x4 Low) is engaged.
LOW RANGE – momentarily
illuminates when the ignition is
turned to the ON position.
Illuminates when 4L (4x4 Low) is
engaged.
So Beerstalker is correct, there is no HIGH indicator.
Jack the truck up and manually lock the hub. See if the axle is turning. Then shift the transfer case into 4 wheel drive and see if everything is locked and will not turn. The motor may be shot. The factory hubs are not worth much and a set of warn hubs is an easy fix.
