pretty much what is does is tells the computer how much boost the turbo is putting out and tells the computer about it so it can fuel based on boost pressure among other things. When you unplug it the PCM will use generic values to replace the actual value. You can leave it unplugged but you will not get perfect performance out of it. I would not do this for an extended period of time. a few days would be ok.
Like TJ says, it's OK to run it with the electrical connector unplugged but you need to leave the rubber hose on there or you will be loosing boost from the turbo.
