won't start-cold

my 1986 Bronco II 2.9 won't start when the engine is cold. It only makes a clicking sound when I try to start it. If I put a jumper wire from the positive battery cable to the starter relay, it starts.

Pull the wire with the rubber boot off of the starter relay & jump 12 volts to that terminal. Whats it do now?
