What are your questions? Short cycling might be the clutch....but usually is low on fluid. Have you had it pulled down, vacuumed and re-charged? It needs that to dry it out if it leaked and was repaired. Generally.....if you don't...it just keeps not working right.
I'm shooting in the dark here.....so let us know more specifics. Truck, motor, and info on what led to the short cycling........you'll get help here.

If it's running...but not cooling and the PO did all that jerry-rigging.......I'd bite the bullet and take it to a reputable shop and let them test it.........More than likely the PO did other stuff too.......It sounds low on gas to me but I'm not an expert at all. Hang in here.....others will have suggestions.
there are no leaks at all. The PO installed a car alarm and radio despit wiring harnesses, the PO is or was an idiot I pumped it full of ra and i think it has not ran in some time, it problably busted the clutch
the meter set blue which acceptable, it would fire up the compressor for 30 seconds. Correct me if I'm wrong but not enough amps will not fire up th a/c
