I have already took apart the carb and rebuilt it so everthing is good there was no varnish or anything in there. Its pretty much like a new carb.

I would put an inline filter on it just behind the other one so it is easy to get to. And the clear plastic ones let ya see what is in the system.

Most don't open on the little engines till ya are at or about wide open throttle. Ya can adjust it by putting on a lighter spring. What do ya have? A Carter, Edelbrock or Holly

Make sure the linkage is free. With the engine off. Open the throttle all the way with one hand and see how easy the secondary's open with the other. Throttle must be open or the secondary's will be locked shut. If they don't open real easy than spray them down with PB Blaster or something and work them till they are free.
I have hooked a choke cable to them and made them open on demand from the cab. But that was for street drag's. Back when street racing was almost Ok.

So if you hit the throtle when the engine is off and open up all the way, then all 4 should be open then.

NO No No The secondary's are vacuum controlled. When the engine is sucking air near or at open throttle while running it sucks open the secondarys if it needs more fuel/air mix.
What I said is to open the throttle at the carb with the engine off and then with the other hand pull on the linkage for the secondarys to see if they move free or if they are stuck. The throttle must be open some or ya may not be able to move the secondarys manually. The scondarys will not open on there own with the engine off unless it has manual linkage to it. And I am betting that yours don't or they would be forced open. Again you have vacuum secondarys that will only open at about full throttle if they are free and move easy. If they have not been used in a while they have a tendency to stick shut. Than ya need to lube them up and free them up.

Yea i can move them, the guy who owned this truck before me put this screw in so they would kick on sooner. So dose it take awhile for the secendarys to kick on?

They should kick in near wide open throttle (WOT). Try taking the air filter housing off so ya can hear the carb suck. Be sure to plug any vacuum lines going to the filter housing. Take it out and run it up to WOT in second gear (i am thinking ya have an automatic. or 3rd in a 4 speed) Ya will hear the 4 barrel kick in if it's going to work. It will be a loud sucking sound.

If that don't make it open than ya may still have a vacuum leak or need a lighter spring on them. The secondaries that is.
