What is it?
There is a "blow off valve" type thing right beside(might even be attatched?) to my throttle body. It's round, and has holes under a lip around the rim of it. It's rather noisy, what the hell is it and what does it do?

It's your EGR valve. (Exhaust Gas Recirculation) It shouldn't be noisy though. You might check the steel tube connected to the bottom to see if it's rusted out with holes, or tears in the bellows part of the tube. If so it will sound like an exhaust leak.
