The valve is a good call. Check to see if the linkage is moving it all the way. Worn linkage. Try prying it out farther while under the truck. Pulling the lines to look for crud is a good call also. A weak pump can and will lift the bed empty but will struggle if loaded. I don't think a bad valve would let the bed move at all.
Edit: The valve is what the linkage connects to.

The pump should only have one pressure line coming off it. That line should be going to a control valve, or a valve body. From the valve body, you want one line going to both cylinders so they work with the same pressure and go up at the same time. I guess the valve body could be made into the pump. I can't say that I've ever seen that, but it is possible. The valve body is the controll that tells the bed to go up when you want it to and to come down.
