Is there a way to tell if your turbo is working or not? Sometimes my Excursion shoots off like a rocket and other times it's like I have no turbo at all... Would having the a/c on or off affect it?

Xylem can you hear your turbo? Do you have a boost guage? When does it act slow? Right after you start it, and does it get better after it warms up to OT?
might be the IC boots there are 6 intercooler boots each with a clamp on both sides. Check if you have a lot of blowby oil buildup around the boots, stock these boots are still blue i think on a 2000. I dont have pics but they come from the turbo to the intercooler and Y pipe. Check them for torque, pretty snug. Then drive and see if you lose power still. Im nost sure thats the problem but when your engine is cold the boots arent as pliable when it warms up thats when u might be loosing boost pressure. check for cracks or tears as well. I dont know but its a start
same thing was happening to me on my wifes 2001 excursion. i thought it was the programmer at first, then thought it was the ebpv sensor and tube. cleaning did help some though. then i was leaning towards the TPS in the pedal assembly. It just so happens that Ford, at that samne time lowered the price on the CPS's so i purchased one. After i replaced my old CPS with the new one, a week later i have not had the first feeling of surging or "de-fueling." i think my old CPS was either going bad or was never good to begin with as it was not a Ford OEM CPS, i purchased ity from O'Reilly auto parts. But now on my new grey CPS from Ford, things are running super!!! just an FYI, might not hurt to try it now that they are only $15.
CPS is the cam position sensor, it tells the brain,PCM whats going on inside the engine for firing etc. Ive heard that they actually work or they dont, what ive heard is that they are not a "wear" part. Greagin is right about the price and his particular situation probably that was the symptoms but your story sounds like something else. It may be the EPBV tube is clogged or the sensor is bad. Search that for a topic and you can try to fix that.
