engine not gettin gas

I have a 99 ranger 3.0 flex fuel 2wd. The other night i tried to start it and it almost instantly died. Then started it and the same thing happened about 20 times. The I tried it this morning and it will BARELY start. It tries to start and then everything starts shaking and it dies. so today i thought, well maybe the fuel filter is clogged since it's got like 80k miles on it (just got the special tool for it yesterday). so i changed that and it didnt do anything. still wont start. Havnt pulled codes yet because i dont have a scanner. Any ideas. I thought fuel pump, but i dont wanna spend that kinda money if i dont have to. thanks

Just turn the key to Run and see if the fuel pump runs strongly for two seconds to prime and pressurize the fuel system.

If not, the first thing to check in the relay in the underhood fuse box, it has a problem with going out. It's a cheap part and can be checked by swapping it with another relay in the fuse box.

The symptoms you describe match mine exactly from when I had my relay go out.

could also be the inertia switch on the passenger kick panel.... the fuel reset light might be burt out

well... its not a realy, fuse, or fuel filter. I hooked the scan tool up to it today, and aparently i have a bad conection or something. The scan tool wouldnt evne turn on when i hooked it up to my truck. But it did work on my moms car so i dont know whats goin on. Got a price for a new fuel pump and sending unit today..... $406. I dont have that kinda money so the ranger might be sittin for a while

Don't bother with the pump and sending unit. Check your PCM relay to make sure it's not dead. A scanner not wanting to connect typically hints to a problem with the PCM.

If the scanner won't even power up, then it's the fuse for the power feed to the OBDII connector that's blown. This has no effect on computer operation. Likewise, if it powers up but won't communicate with the PCM, then it could be a PCM issue.

First try unplugging the Mass Air Flow sensor and start it. If it runs and starts fine, remove the MAF and check for debris stuck to the elements (dead bugs stuck there will cause this exact symptom. Keep in mind running with the MAF unplugged will set a code, so you'll probably want to fix that issue first so you know what codes were set beforehand.
