I think so. I know you can on the pre-01 trucks with the seperate IVS and TPS, and the wiring is the same on the later trucks, so it should work without issue.
Can't find the link I used to have for that, so I'll have to look at the truck to remember what goes where.

I am in the process of doing that now. I have used two relays, a switch and a reostat to adjust the speed desired. The two relays are operated one by the E-Brake and the other by the switch which is installed in the dash. So you have to be stopped and have the E-Brake applied for it to work. I have not gotten the correct value on the reostat yet. The one I chose is a 0-5K ohm. I am finding that is not suitable. At its lowest setting the engine runs @ 1600 RPM. Just the slightest increase in reostat and the engine pegs the tach. I am going to try a 0-10K ohm reostat next week. I found the instructions for this on this site but do not have the source available right now. If you do a search on this subject you'll probably find it.
