Second radiator

On the 79 bronco i have a radiator up front with what i believe is the transmission cooler attached to it. Undet the body near the gas tank however is what looks like another radiator with twin electric fans. First does anyone know what this is becuase i dont think it works anyways because it never gets hot after driving the car. Secondly the guy who previously installed the fans wired it wrong and i fixed that. I hooked up each fan to its own switch however when i flip both switches they dont work. they seem to only work one at a time so i wired them to one switch and again they both just didnt work. I wasnt blowing the fuse because the switch would light up. I dont think this is normal but if anyone could help me on either of these two problems it would be very helpful. If that other radiator or whatever doesnt work im just going to wire the fans to the radiator in front of the engine

Are photo's avaiable?

I suggest the small rad is the transmission cooler.

Is there a Normal Big fan running on the front of the water pump?
This would explain the engine not getting hot.
Parhaps these other electric fans are for extra cooling while in heavy stop and go traffic.

Have you tried TWO seperate switches for the fans ?
