CEL code P1151?

I just pulled the code from my dual exhaust 4.6 ('95 Tbird) and the code P1151 came up. I just want to confirm what I think that this means. If I understand what I am reading, this is a fault with the drivers side, upstream, O2 sensor. It is not registering any voltage (left bank rich). This could either be a bad 02 sensor, or the wiring to the 02 sensor.

Is that a correct diagnoses? Am I interpreting the code properly? As it is only the left bank, are there any other conditions that could cause this code to appear?

It's typically a bad sensor that causes that. The sensor is not switching as it sees the lean/rich pulses of exhaust gas,and that causes the code to be set after the threshold for time has been met. And yes,that's the driver's side primary o2 sensor.

Thank you. Look's like it is time to crawl under the car and sort this out. I'll focus on the 02 sensor.
