what rpm is it idling at?

you can spray carb cleaner around the intake manifold to try to find a leak.

test tps.

where is the intake manifold?

700 is normal.
intake manifold top drivers side of engine - throttle body is attached to it.

I'm wondering if he may have a vaccum leak in the brake booster that seals up not long after he comes to a stop or if the booster was replaced with a larger unit, giving too big of a shot of air when the vaccum is applied to it.

Shot in the dark(pitch black actually) I know, but 700 rpm is just about perfect. Either that or there's something causing a lag in the response in the IAC valve when the throttle boddy shuts and the clutch is let out.
