That is surge. Don't confuse the open intake "whoooooosh" with surge.
The basic definition of surge that I've seen, is when the compressor wheel can't maintain the boost at a given level (for whatever reason), and the boost air is released back through the turbo inlet. For a whoosh, the rapid let off of the throttle causes a loss of drive pressure on the turbine, and the compressor can't maintain the boost which relieves itself as a whoosh. This can be minimized by not letting off the throttle too quickly.
The chuffa, chuffa, and chirp, chirp, types of surge are caused by repeating compressor stalls which allow a momentary back flow of boost air, followed by rapid recompression because the throttle is still being applied and the turbine still has drive pressure. The only way to stop this type of surge, is to let off the throttle some and downshift to a lower gear.
