OBD 2 conector

Hey, guys I have a 2001 Expy and I'm not getting voltage at the number 16 pin of the diagnostic connector so connecting an obd2 scanner is useless. How can I retieve the code another way? All the other pins give me a reading so I'm sure it's the 16 pin. The truck begins to jerk at about 40-45mph and occasionally at lower speeds. Any ideas would be most appreciated.

Replace the blown fuse that runs both the cigar lighter and the OBD port.

Fuse F3 underdash.

Then you can pull your misfire code.
