Question 89 Bronco won't start. Flooding out?

My buddy has a 89 Bronco with a 351W, and from what he tells me his dad was messing with the accelerator pedal and broke some plastic pieces that hold the pedal up. Now he thinks it won't start, b/c it is staying constantly flooded.

Anyone have an idea what might of happened, or things to check.

Cant flood FI with the plastic thing. When he turns the key on do your here the fuel pump charge up for about 2-3 seconds. That is what puts the gas in for startup. you can push the pedal all day but it will not add gas to the intake. Is the plastic thing on top of your throttle body or is it inside the truck?
