You can order skid plates separately, I have an 05 without the FX4 package and it came with a steering damper. I was planning to lift my truck so I didn't want to pay for the FX4 package then toss the shocks out.
FX4 is simply the updated version of the 4x4 Off Road package - Rancho Shocks are the only significant difference Ford could tell me over my '01 Off Road 4x4.

Both my 05 F-250 and my current 07 F-350 came with steering dampers. Don't know if it is part of the FX4 pkg or just one of the things that come standard on Cdn models.

I don't know where you got that from.
The FX4 package is:
skid plate
Ford shocks with Rancho stickers on them
stickers on bed
Anyone who tells you otherwise doesn't know what they are talking about.
The shocks are complete crap, and the skid plate is pretty much useless. So the original purchaser paid for cool stickers.
to my knowledge this is a fancy name that ford took advantage of their initials. it is pronounced ef, ex, four, FX4, which I think foord took the initiative of the pronunciation of their name "Ford by four" the rest have 4x4 they just want to be different I think.
I had a dealer tell me all 4X4's are FX4, if you glance at the truck and don't see it then it's a two wheel drive. That being said I thought he was an idiot (for several other reasons) and I did not buy from him.
You will find dealers that tell you anything you want to hear.....you will ALSO find dealers that KNOW what's happening and you usually find that THEY are the bigger sellers of Ford's, whether it be trucks, cars or pick-up sticks!
I believe that (at least some model years) the FX4 package required that you order one of the all terrain tire options, not neccesarily bigger tires though. Even though it was necessary to get it, this was not a part of the FX4 option package, but a seperate option.
