Code 1280 - ICP/PCM ???

I have a code 1280 on my 97 E series. I have no boost at all. The turbo looks good, and from the turbo to the engine looks good. Does not seem to leak. No vacuum leaks that I can find at all. But it runs like an IDI instead of a PSD. I replaced the IPR about 2 months ago. The tube under it looked clear. If I am not mistaken that has to do with boost. The wires all look good. In the explanation of the code it mentions the PCM. Could I have a PCM problem as well as the ICP? Does the ICP also control boost? Thanks for any help.

have you tried pullin the ICP and letting the truck run in default mode? could just be the sensor

At one time i had similiar scenario with a minimal oil drip,snugged up the oilpan and had boost.Doubt icp has anything to do with boost although could be wring.
