OBD II Doesn't Work

I've got a check engine light on my '02 Powerstroke Excursion, so I went to plug in my code reader and it doesn't work. I tried it on another vehicle and it works fine. I checked the fuse panel. The fuse is good and there is power in the socket. I noticed that the cigarette lighter which is on the same circuit as the OBD II doesn't work either. I examined the wiring harness going to the OBD II connector and I noticed a white wire with a blue stripe hanging loose. The other 8 wires in this harness go to the OBD II connector. It doesn't look like this wire broke off because I don't see any female pins inside the connector that don't have a wire going into them. My Haynes manual doesn't show this wiring. Does anybody know what's going on here? Anyone have wiring diagrams they could email me?

Look for a pin 16 at the bottom row last pin on your right.
It should have 12 volts on it.
Lead color is LB/Wht.
No power at the lighter is a problem. Look at the fuse for it. It's the same fuse for the
DTC port.
Sounds like you have two problems at the same time.

Fix the lighter problem and you'll also fix the OBDII port fault.

Fuse F12 in the underdash box supplies both.

bradleyj: Did you ever get to the answer for this problem. The symptoms and hanging wire are exactly what i see in my 2006 F350 powerstroke. I realize this is a different decade but if you or anyone else has a suggestion I would appreciate hearing from you. why is the wire hanging?

I don't remember all the details, but I do remember that it wasn't the fuse and I don't think that the loose wire played any part in it. I think I had to splice 12V in from another circuit to get power to the socket.

Thanks for the reply. I turned out to be the fuse. The cigar lighter had been rewired to another power source so it still worked. I didn't see the blown fuse for the OBD the first time I looked. The hanging wire must be used on some other model but not this one.
