Front fender Insulation Replacement

Hope this is the correct area for this problem. I own a 92 F-150, 4.9L, Auto. The insulation on the back of the passenger side front fender, in front of the door, came loose. After enduring the flapping inside the fender for a while, I pulled it out. Now when the wind is right, it howls. With the door open there is only about 2" of space to reach in. Any ideas on how to replace this? Does the wheel well have to be removed to replace this piece? Thanks
