If its tripping the GFI, then it is a short, but not a severe or permanent one. Check the full length of the cord for damage. If you have access to an ohm meter, check the resistance between the 2 main prongs on the plug. It will give you answears.

yeah, a long while ago the blowing snow got all in my plug end on my truck, it tripped then and after that i could never hear my block heater when i plugged it in, before i could always hear it doin its thing, i did the continuity test and thats good, so maybe my extension cord is half hooped and not fully delivering the power?
