tie rod extenders?

tie rod extenders?
i know someone else has wondered the same thing i have on this issue but i was looking at some of those DJM 3'' dropped beams and they have those tie rod extenders, what is the use of them? what actual purpose do they serve? has it got somethin to do with relocating the tie rod above the radius arms or what
