You cleaned out the tanks, when you removed the sending units did you check the filter screens? They sometimes fall off, too. Did you happen to shake the floats to see if you could hear gas sloshing around?
Are you sure there's no gas filter on the carb? Every 67/79 F100/350 had one originally. It screws in and somewhat resembles a 30-06 cartridge case, with the head towards the carb.

I haven't been in the tanks, and have not played with the sending units, filter screens, or floats. when I go the truck, there was a fram inline filter between the fuel pump and the carberator, when replacing hoses, I did not put that one back in, as advised by my step dad. I believe that my 3/8ths hose just fit over the carberator stem that pokes out ( if I remember right).

Yes, Ford does have a nipple on the carb on some models, but if all you have is a nipple, then it was added when someone changed to the inline filter below. Just to be sure, check that nipple again. Dennis posted a good pic of a screw in fuel filter...take a look and see if it resembles what you have.
The tanks, even when the trucks are driven on a daily basis will collect scale and impurities, and gas today is full of impurities. Gaining access to underbody fuel tanks is a itchbay, so before going there, check the carb for a filter.
