Most likely it is the hi/low switch on the steering column. It is a combo turn signal and hi/low that will need replaced. Just replaced one on a 96 explorer doing the same thing.
That switch is certainly a good possibility, but having changed one in a '97 Ranger a few weeks ago, I'd say it's a heck of a lot easier and cheaper to check the fuse first...
If you take a quick look at a wiring diagram you will see that the only difference between high beams & flash to pass is in the dimmer/multifunction switch.
So if the high beams dont work, but the flash to pass does work the dimmer/multifunction switch is shot.
