Any blown fuses? Not all that many things can keep the wait to start (WTS) light off. A shorted fuel heater will shut the WTS light off and keep the truck from starting.

is that the wire connection on the left(passenger) side of the filter canister? Will it help if I unplug it or does it need to be jumpered?

It is the upper electric connection on the driver's side of the fuel filter housing. It's a little towards the back sort of underneath the fuel pressure regulator. Also check fuse #22 under the hood.

If you unplug it and replace the fuse it should start, assuming that was the problem. You probably don't need a heater where you are. It can be replaced though if you want to. It should be turning over even with the fuse out, just not starting. The thing that looks like an oil sending unit is called a vacuum switch.

Check all your fuses. The ones inside the cab too.

Heater is a single wire on the drivers side of the filter bowl. Black with a red trace if I remember correctly. Unplug the heater replace the blown fuse and see if you get the WTS light.

No, that upper connection is a vac switch or a "fuel filter sesor" that has nothing to do with the WTS or not starting if its unplugged.
