I put my 2nd row down in my 01 X and now it doe snot want to go back to normal seated position. I looked an dit appears the cables are pulling the stops back, but the seat will not budge more thna 1/2 inch and that is with me muscling it upl
Easy fix. The back of the front seat puts pressure on the folded rear seat so it won't release. Move the front seat forward or push the front seat back forward while you release the back seat. I had the same problem (even took it to the dealer). Advise from this board solved the problem.

The 2nd row seat cushion that is flipped up against the seat needs to be pushed or held down to the floor.
Push the back of the 2nd row seat back all the way down until it clicks (it may not but just be sure it is in the "all the way down/folded position"). Then push the seat cushion that is flipped up down to the floor and pull up the proper handle. It should come loose.
There is a catch that won't allow the seat back to come up if the seat cusion is in the wrong position. Silly design. I don't see why the things needs to lock down anyway. Firgure if the seat is gonna be down them obviously something is gonna be on top of it. ....well...obvious to you and me but not to the moronic engineers at Ford. Not like it's gonna fly up!
What were they thinking?? That a guy would be backing up at 65mph, slam on the brakes and the seat back pops up launching something through the rear window!? Retards.
Well I wne out this AM In the light and pushed, stood on, wiggled, moved and jiggled everything I could on the seat and the !@#$%^ is still stuck in the down position. It is like there is a lock on it and with the handle in the resting position it does not move at all, when I pull up on the handle and the pull up on the seat it moves maybe an inch but it does move, as compard to the at rest spot.
This is driving me crazy, it seems so simple yet it is a huge PITA

The lack of thought that went into the Excursion still pisses me off. They coulda made MILLIONS!!! But not with the idiots bean counters in charge and the engineers who dont engineer very well...not to mention the advertising department that took a 5 year vacation. Don't get me started!
I had the similar situation, when my kids had taken the 2nd seat down parently by using the wrong "button" on the side. Effect was, that the L-shaped steel bar, that controls the locking was twisted. I turned that to the original position with tools and it works again.
Hard to believe you are still having a problem. I have the same situation and I must push the front seat back forward at the same time I release the latch to pull the seat up. If you could not get one side up than I would think it was a latch problem but on the same defect on both latches. Have you tried pushing the seat back forward while releasing the latch?

I had a problem the right rear seat. Couldin't get it back up. Went over to my buddies house and he pulled up on the top middle of the seat to come up. I was pulling up on the top right side and it wouldn't budge, but pulling on the top middle works everytime now.
