I believe the blacked out tail light covers are legal in California. I rememer late '80's Firebirds coming from the factory with a blacked out tail light treatment and they were sold in California. The blacked out headlight covers are illegal in Ca because they reduce the effectiveness of the headlights. Of course some peeps still put them on their cars/trucks.

You'll probably never get a ticket for it, but it's a reason for the cops to mess with you in the middle of the night.
