Welcome.
The headlamp circuit on your '98 starts at the #12 fuse located in the fuse box under the hood. This 30A fuse feeds power to both the multifunction switch (MFS) and the main light switch by virtue of a DB/O wire.
The main light switch itself also provides power to the MFS (R/Y wire) according to the position of the switch.
The MFS, in turn, feeds power to fuse # 33 (GY/O wire) and fuses #4 and #8 (R/BK wire) which are located in the fuse box inside the cab.
Did you try "flash to pass"? If that works, you could have a problem in the multi-switch.The fuses/circuit breakers are before lights, switches etc.,if there's no power there, your problem is probably there.
