Where can I find the laws that would affect me driving my 68 4x4 on the road in different states. I live in Missouri so they would be the most important.
I have been told that my bumbers are to high.

Altering passenger motor vehicle by raising front or rear of vehicle prohibited, when--bumpers front and rear required, when--violations not to pass inspection--penalty--certain vehicles exempt.
307.172. 1. No person shall operate any passenger motor vehicle upon the public streets or highways of this state, the body of which has been altered in such a manner that the front or rear of the vehicle is raised at such an angle as to obstruct the vision of the operator of the street or highway in front or to the rear of the vehicle.
2. Every motor vehicle which is licensed in this state and operated upon the public streets or highways of this state shall be equipped with front and rear bumpers if such vehicle was equipped with bumpers as standard equipment. This subsection shall not apply to motor vehicles designed or modified primarily for off-highway purposes while such vehicles are in tow or to motorcycles or motor-driven cycles, or to motor vehicles registered as historic motor vehicles when the original design of such vehicles did not include bumpers nor shall the provisions of this subsection prohibit the use of drop bumpers. The superintendent of the Missouri state highway patrol shall adopt rules and regulations relating to bumper standards. Maximum bumper heights of both the front and rear bumpers of motor vehicles shall be determined by weight category of gross vehicle weight rating (GVWR) measured from a level surface to the highest point of the bottom of the bumper when the vehicle is unloaded and the tires are inflated to the manufacturer's recommended pressure. Maximum bumper heights are as follows:

i always have a hard time believing the websites that state the most recent addendums and regulations. if you call the local DMV or actually go down there (yea right, lol) they can hook you up with the most recent regs in writing. i like that cause i can keep it in my truck and when i get pulled over i can go through it with the officer if i truely dont feel i have been pulled over with reason (its happened twice in peachtree city)
As far as height, fishmanndotcom, amendments will never be in your favor. With all the crash testing that happens now, the bumper heights will never get any higher, and if they do change, i'd bet a good sum they will be made lower.
12" blocks!!! That's the biggest reason that lift laws exist, people getting lift cheap and dangerously. I'm not trying to preach here, but get those blocks out of there and get that thing up right (and safe).

I bought the truck that way! Pleasetell me more on the safe way to do it.
#1 liftblocks in the rear suck,and at that tall they are ridiculously unsafe .change them before you even hit the road and if the truck has leaf springs up front and lift blocks whoever built that truck is an insanely dumb person they can't handle the stress and strain of survival on a steering axle and they will eventually spit out and take the truck and whoever is in it for a few barrel rolls towards oncomming traffic.
#2 the problem with lift laws is that the police were i live have no clue what they are talking about,and when i pulled the papers out of my glovebox that i had printed off a state website the cop told me i typed the pages myself because he knew i had caught him in a lie.the garage that i get my stuff worked on gets a new copy of the vehicle motor code book every year when it comes out because the mechanic owns and builds 4x4's,the sad thing about bumper laws in my state is that it's listed plain as day that a bumper has to be at least 6 inches tall and run the track width of the tires. it says nothing about mounting location and placement. so if you wanted to,in illinois, you could make removable drop bumpers for receiver mounts and be legal.the other measurement they use here is the lowest part of your frame can't be above a certain height based on gvwr,but if i had to get around that (wich i don't) i'd just have him measure from my tracbar drop bracket or motor crossmember.some of the laws are crazy and i don't agree with them but they are there to stop stuff like 12 inch lift blocks and freeway monster jam car crushing on your daily drive

First off, Take the 12" blocks out!!! The the scrapyard may give you a few bucks for them, because thats some block, and the scrapyard is the ONLY place they should be. With them off, reassess your height. You'll probably need a lift to clear the tires anyway, but leaf springs aren't hard to get. As to the bumper height, at least here in PA, if you use a non-factory bumper they measure from the ground to the frame.
FWIW: On a 1968 you should not need anything to runs 33s. The question is what was swapped in? 8 lug F-250 axles? The best way to beat the lift law is to run all springs front and back and argue that is the way it came stock. Have them try to prove otherwise on a 1968 truck!
On a 68 you should be able to run 36" tires with a stock 3" 4x4 lift block and all springs for the rest of it front and rear.
I do not know what insane person would put 12" blocks on anything except a military axle or heavy duty commercial truck (they are built to use them), the scary thing is it probably has that in the front too!
If it was me, I would buy four 9.5x16.50 tires and rims from a junkyard, ditch all the blocks and find out how high your truck sits just on springs. Then start from there to fits the 36s if you really want them. That year truck is very easy to cut the front fenders for tire clearance.
If I lived in Missouri I would probably sell the truck on E-Bay and buy a 8600 GVW F-350 so I could have the 28" front and 30" back.
ok as for leasons learned.my first big 4x4 was a 79 250 (even had a 60 up front). well bein a dumb kid i had to make it big so with the help of some freinds we put 8 inch blocks in it all around. when we went out in the feild with it about a month later wound up with the front tire on the drivers side underneith the cab what a mess.this is not what i would want to do at highway speeds. after a ride up to the shed hanging off the front of the loader tractor a set of 6inch sprins went in al around.that almost 20 years ago.please listen to these guys get them block outa there at least in the front minamum.you my not get as lucky as me
