Purge Solenoid Valve is being actvated when ignition is in on position.
This should not be happing and is more than likely your idle problem.
I do not know any items to check for this and none of the T charts list this problem.
My only guess would be the PCM itself but I hate to go there.
The at speed problem could be the VSS and of course it could also be tied to the PCM if it is having problems.
I hate to have to go there also but I have found one more sensor that seems to be out of test range and possible short, it's the ECT and I do believe it controls the signal to the Purge Solenoid in someway. I'm gonna replace it and the fuel filter today hoping it solves at least some of the problems. Looks like someone has messed with the throttle idle stop screw, is there a certain position that it sets at?

Changed out the ECT sensor and idle improved. Still getting a DTC 565 on the purge solenoid circuit but dropped the DTC 411 and added a TDC 212. Any takers??
