Seems like a good idea for the occational/recreational use. I wouldn't ever use it for something commercial.
As long as the bearings are capable of the RPM it shouldn't be a problem.
Look at roller coaster wheels. Those things go nearly as fast at times and the wheels are only about 5" in diameter.
Is it an "extra" trailer, or an extension of your existing trailer?
One pic shows a license plate, the other pics don't. If it is a separate trailer, you won't be able to tow this in most states east of the Mississippi River.
