So I go to start my 7.3 today and it took about 10 seconds before it finally turned over. when it did a huge puff of smoke came from the tail pipe it idled for another ten seconds and then died. it wont turn over now. its cold out the tanks just under 1/4 and I checked the oil and its real low. any help appreciated.

First off, get your oil level straight. the diesel uses the oil to actuate the injectors.
When you say "turned over" do you mean the starter turning the engine or the engine actually running?
If it took 10 sec for the starter to turn the engine then charge both of your batteries. If it's real cold out, then after you've reinstalled the batteries, plug your engine heater in and let it heat for a while, then when you go to start the engine turn the key on until the "wait to start" light goes out then turn the key OFF, then turn the key back on until the check engine light goes out again and try to start it. Doing this twice gets the glow plugs nice and warm.
