Is there 2 or 1 fuel filter on the 6.0L Power Stroke. The manual says to replace the filter on the engine and the one on the frame rail. To my knowledge there is only one filter. Am I right.

Nope the Manual is correct. There are two. Look in the tech folder for more info and also down a few posts and Jeff (Beachbumcook) has posted pictures
There are definitely two. The one on the frame rail (HFCM) is sort of a PITA to change unless you have the right tools on hand. You'll need a 36mm socket and a 6mm allen wrench to drain the HFCM before you take the cap off.
You can get the filters (they come in one box together) at a local International dealer for much less money than at a Ford dealer. The Part # is 1847170C92. I think my last set was about $32.
To all you knowledgable folks out there. My manuel instructs me to change the filter when you get the water warning light on the dash as well as specific intervals.. I must confess that i have 40,00 miles on my 2004 and have yet to see a water warning light, nor have found any water in the filter under neath the truck, when I've checked. And I have not changed the filters. Am I playing with fire?

Well if you look at the manual a little closer it will tell you to drain the HFCM at every oil change and anytime that the WIF light comes on. You are supposed to replace the fuel filters every 15K miles minimum and at 10K miles for severe service use.
The fuel filters do not only stop water but other contaminents as well. And yes in my opinion you are playing with fire by not changing the fuel filters at least every 15K miles. If the injectors get starved for fuel do to restricted filters or contaminents get passed a bad filter, it can cause injector damage and premature wear.

I know someone that the above statement has happened to them...I asked when the last fuel filter change was...he shrugged his shoulders and said I dunno, who cares.
This is why I keep my maint. records on the fordvehicle web site. This shows when it was last serviced what was done and costs, this is from a ford dealership entering in the info. I even keep my records for the vehicle on there for future reference if there is any question on when a service was done
