I always put my carts up. It's what you are supposed to do. Still there are lazy people that don't. I know all too well. The same week that I bought my truck I came out of the store to find a cart up aginst the left side of it. Way out on the end of the lot all by itself and this cart rolls into it. I walked up, rolled the cart back away from it and when I saw the dent I flipped the cart over. That's when I heard the two teens in a car not too far away laughing. I got into the truck, flipped a U and proceeded to put the Ranch Hand bumper on my lifted F-250 right up against their door so that we could have a little talk. They weren't laughing when I left.

A lot of places up here(eg: groceries) now got the little coin lock so you have to put a quarter (or loonie) in the cart handle to unchain it, then get it back when you return (and chain) the cart at a designated spot. Kind of annoying when first introduced (gotta dig for coins) but man does it ever work. Most people will return the carts to get a quarter back (definitely for a 1$ looney) and any abandoned carts get returned for bounty by enterprising kids (or their elders)
