When I did this years ago, I found it cheaper to run a separate service to the garage. Yes I get two bills, one for the house, one for the garage. Since it wasn't new construction, I would have had to upgrade the homes 100A panel. This was expensive and took up room for additional panels in the home that I could not spare.
The price between a 100A service panel/meter and a 200A is a wash so I went with 200A in the garage. It's not overkill because I run a welder and an electric furnace.
The Hydro company did not charge for the hook up but of course they would not install the meter until everything was inspected.
I would recommend the seperate service, far more flexible for the money and cheaper up front costs.
There is only one real advantage of NOT putting the shop on a seperate electric service meter. If you put the shop on the house meter ,then when the electric bill comes in the wife cannot say, " See, See ? !! I told you that workshop of yours would cost us a fortune in electricity with your toys running all the time " . !!!
SAFETY FIRST...........with electricity you often dont get a second chance to learn from your mistakes,,,,,,,,,,,,,,,,,Pay the man before you set something on fire or electrocutetilize yourself
