I may be wrong here, but that does not look like a normal truck VIN.
What model do you have? F-100 would be something like: F10D3P15087 where the 4 digit is engine size. D = 215 cubic inch OVH-6, M = 254 cubic inch L-Head 6 cylinder, R = 238 cubic inch L-Head 8 cylinder.
That's not a factory VIN. 239 flathead V8 or 215 ohv 6?

This is a Ford? And is it a standard pickup, Courier, Ranchero, etc.?
The engine DOES have a valve cover, doesn't it? Your description of distributor in the middle with the oil canister behind, sounds like the 226 flathead with plugs and wires visible on top of the head.
Is the oil canister mounted vertical on the driver's side with a removable top for loose cartridge filters or is it mounted horizontally on the passenger side?
Also the 226 was rated at 90 and 95 HP. The overhead valve engines started at 101 HP.
The VIN you quoted doesn't match earlier Fords OR later ones. Check the top of the frame rails for a duplicate VIN. Should be something like F10D3K123456
The Horsepower rating of 91, does it say certified (or cert.) net horsepower? That would account for a lower horsepower rating since the net hp rating is always lower than the brake horse power. Also, are there any other numbers on that tag, like trans, axle, or anything like that?
